Android / IOS Game in the "god game" genre

I'm interested in developing an Android and IOS game in the "god game" genre.  The base mechanics would be similar to the 1989 game Populous (EA owns the rights to Populous and I'm ok with the idea of acquiring rights to develop under that name and brand if it can be done - otherwise we can develop new and unique content).  The game would feature a campaign mode (single player) and a social mode (a la Clash of Clans or Clash of Lords) where each player can challenge other players individually, as well as join a group of other players to compete in a team on team fashion.  The game would be a "freebie" and will be monetized via the sale of gems/jewels/etc to buy upgrades or reduce cool down times (this model has been proven time and again to work).
